Mandatory inspections of technical systems in buildings

Technical systems (e.g. air conditioning, domestic hot water, etc.) installed in commercial and service buildings are subject to mandatory periodic inspections. This requirement is laid down in Article 15 of Decree-Law No. 101-D/2020, which came into force on 1 July 2024. The main objective of these inspections is to assess the operation of these systems and identify specific measures to optimise their operation, in terms of both their functional performance and their energy consumption.

Which technical systems are covered?

This requirement applies to the following types of technical systems: chillers, boilers, heat pumps, rooftop units, VRV units, solar thermal systems and building automation and control systems (BACS). This requirement applies only to systems with a rated power output of over 70 kW.

Frequency:

• The audit is carried out every four years on all equipment with a power rating between 70 kW and 250 kW. For equipment with a power rating above 250 kW, the audit is carried out every two years.

Scope:

• The inspections focus on the operating, monitoring and maintenance conditions of the technical systems concerned.

Report:

• TDGI issues a report setting out all the findings of the audit carried out, as well as recommendations for rectifying any anomalies detected. This report is provided to the client, and a copy is also sent to ADENE in accordance with the legal requirement.

Apart from complying with legal requirements, are there any other benefits?

Yes. During inspections of air-conditioning systems, measurements are taken to assess in detail the actual operating conditions of the technical systems. This makes it possible to identify potential areas for improvement in the energy efficiency and functionality of the equipment, thereby yielding tangible financial benefits and helping to prevent future operational failures.

TDGI supplied and installed HVAC systems at the Ferreiras Showroom in Funchal.

The solution included rooftop units for the retail areas, VRF systems in the offices, ventilation through heat recovery units and fresh air fans, mechanical pressurisation in the vertical ducts and a smoke extraction system in the basement.

Como parte das ações de melhoria contínua na manutenção e com o objetivo de prolongar o ciclo de vida dos sistemas críticos, para a continuidade de negócio na Fábrica da Tabaqueira, em Albarraque, a equipa da TDGI Industry realizou a beneficiação do Gerador de vapor Nº1.

A intervenção incluiu a substituição dos tubulares e o revamp geral ao Equipamento.

Esta operação teve como principais vetores, a fiabilidade e a eficiência energética, tendo exigido a coordenação e gestão de vários parceiros e equipas internas, num total de 380 horas de trabalho.

O foco na segurança, na fase de planeamento e execução, foi fundamental para que os trabalhos tenham decorrido sem registo de incidentes.

Concluída a intervenção, foi reposta a condição-base do sistema de produção de vapor, contribuindo para o reforço das condições de continuidade de negócio do Cliente.

Renovação Central Térmica – Hospital Lusíadas Amadora

Como parte das ações contínuas de manutenção e atualização das infraestruturas técnicas, a equipa de Serviços Técnicos Engenharia – AVAC da TDGI, finalizou recentemente a substituição do chiller e compressor, localizados na cobertura do Hospital Lusíadas Amadora.

A operação incluiu a desmontagem do equipamento existente, a instalação de um novo chiller e de um novo compressor, bem como a reabilitação do segundo chiller.

Todas as fases dos trabalhos foram conduzidas com especial cuidado na segurança, coordenação e logística, exigindo o corte da via pública e um planeamento rigoroso, uma vez que os trabalhos decorreram em pleno período de férias. O objetivo foi sempre reduzir ao mínimo o impacto na operação do hospital.

Mais uma intervenção concluída com rigor, garantindo a fiabilidade dos sistemas técnicos ao serviço do Hospital Lusíadas Amadora.

Manutenção de Instalações Elétricas na Tabaqueira.

No âmbito das intervenções regulares de manutenção das infraestruturas técnicas dos clientes, as nossas equipas realizaram recentemente trabalhos nas instalações elétricas da Fábrica da Tabaqueira, em Albarraque.

As intervenções decorreram durante o fim de semana, com o objetivo de minimizar o impacto nas unidades de produção do cliente, abrangendo os Postos de Transformação, Sala de Quadros de Distribuição e Quadros de Força das áreas produtivas.

Os trabalhos realizados incluíram o shutdown dos equipamentos e centrais técnicas, consignação da instalação elétrica pela subestação, desmontagem dos equipamentos para verificação de anomalias, a limpeza e recondicionamento e, por fim, a reposição de energia elétrica na instalação.

Todas as etapas foram executadas com especial atenção às normas de segurança e em estreita coordenação entre o cliente e a TDGI.

Esta foi mais uma intervenção concluída com rigor e competência, garantindo a fiabilidade das infraestruturas elétricas do cliente.

Nuno Rolo emphasised the importance of being aware of the paradigm shift that is currently underway. Energy consumers have not had to worry about the origin and availability of energy. It is a utility that is always there when needed. This is because energy generation is very distant (geographically and technologically) from the consumer. Currently, with the decentralisation of electricity generation, brought about by the growing installation of photovoltaic production plants at points of consumption, the paradigm is changing. “The consumer is a producer-consumer (prosumer). They now have an additional concern. They now index their energy consumption habits to the moment when the photovoltaic system produces it. This translates into a closer alignment between energy supply and demand, which has a positive influence on energy literacy and efficiency in the use of energy resources,” says Nuno Rolo.
