The Energy Performance of Buildings Directive (EPBD) aims to reduce net greenhouse gas (GHG) emissions by at least 55% by 2030, in order to achieve zero emissions by 2050. Portugal must implement several measures within specific deadlines in order to comply with this directive.

We highlight some of the main measures and associated deadlines:

Renovation of Existing Buildings:

By 2028: All existing non-residential buildings with a floor area exceeding 2,000 m² must be equipped with solar energy systems that are suitable, economically viable and functionally efficient.

By 2030: All new buildings must be near-zero emissions buildings and incorporate renewable energy systems.

Improving Energy Efficiency:

By 2026: Implement measures to increase the energy efficiency of existing buildings, with the aim of improving their energy ratings.

By 2030: Ensure that a significant percentage of existing buildings, both residential and non-residential, have undergone extensive renovations to improve energy efficiency.

Promotion of Renewable Energy:

By 2026: Set targets for the use of renewable energy in buildings, including the installation of photovoltaic solar panels and heating and cooling systems based on renewable energy sources.

By 2030: Significantly increase the share of renewable energy in buildings’ energy consumption.

Infrastructure for Electric Mobility:

By 2026: Install charging infrastructure for electric vehicles in new buildings and in significant renovations of existing buildings, with a special focus on non-residential and residential buildings with more than ten parking spaces.

By 2030: Further expand charging infrastructure to support the growing fleet of electric vehicles.

Financial Support and Incentives:

By 2026: Develop and implement financial support programs and tax incentives to promote the energy renovation of buildings, the installation of renewable energy systems and the adoption of energy efficiency technologies.
